Travelling with a minor from Australia on Royal Caribbean

My daughter is going on a cruise with her boyfriend's family from Sydney Australia to the Pacific. She will be 17 and we'll have to complete a minor consent form. The Royal Caribbean websites states that the form needs to be witnessed by a notary. Is this the US version of an Australian Justice of the Peace? A notary in Australia is a specialist solicitor who charges around $300 to witness a signature, while a Justice of the Peace is free. I am also happy to get someone I know who a solicitor is to sign the form; I just don't know if she will be refused at boarding if the signatory is not a notary. Please respond if you have had experience with this recently leaving from Australia on Royal Caribbean

What other countries will they be going to... and from?

Might there be any questions at other borders?

I'd look at each country's (including Australia's) own website, too.

 

I don't have answers about your local laws, although I do have a reasonable understanding of how it works leaving the USA.

I did a little Googling.  The letter of consent I see applicable to cruises departing from Australia has wording that would allow witnessing by a Justice of the Peace.  

 

However, I would still be cautious and perhaps confirm with RCI.
