Does Celebrity hold back some spots for booking on ship? When an excursion is sold out (before sailing), is it really is sold out?

There’s no definitive answer to this.  There are hundreds of shore excursions around the world.  Some are sold out with long waitlists.  Some could be added to.  Thee are too many variables.

Also, people cancel which opens up a spot or two.

 

And even if you book an excursion Celebrity sometimes cancels.  Happened to me more than once.

Adding on to what LB-NJ said about cancellations...

 

Generally speaking, excursions can be cancelled without penalty up to 48 hours before you arrive in said port.  So keep checking for cancellations, especially as you get closer to your sailing.

And, if you really want to do it, ask to be “waitlisted” by the excursion desk.

Join the Roll Call for your specific sailing and you will probably find private excursions either at a fraction of X's prices or at similar prices for a much better experience (smaller groups, slower pace, less shopping, relaxing coffee breaks).
