Yes. The entire ship is "open" meaning you can get a drink at any location and take it wherever you plan to go.

Yes although it will be easier at some bars than others depending on what you want.

 

Probably easiest to get at a restaurant or MDR or if the ship has a wine bar. If you have C&A drink coupons you can get a discount.
