As others have said, the answer is no for both. But not really both -- you can order a bottle of course, just not off the EBP nor discounted. There is nothing keeping you from buying a bottle OR a Sommelier Suite (group of bottles) in addition to the EBP. Here are sample suites and prices:

We are currently on Rotterdam, left Ft. Lauderdale yesterday and are making our way to Rotterdam just in time for the King’s Day celebrations.

 

Food has been very good so far & I’m happy to report no signs of chair hogs. Plenty of seats around the pool areas and I have not noticed an overwhelming amount of cigarette smoke smell as I’ve walked through or near the casino.

Very true!  I have been known to order bottles of a good Champagne when I have some onboard credit to use even though I have the Elite/Signature Beverage Package.  It's a way I pamper myself rather than spending in the shops for example!!  😁
