In November you could have some days where shorts will be fine and other days where long pants or a jacket will be required. We were in Venice in October for three days as part of a back to back cruise. The first day was chilly in the morning. The second day was warmer but rainy. And the third day was a delight as it was sunny and warm. So, just go prepared. I would bring a light jacket with me, a sweater and an umbrella along with a variety of clothes from shorts to pants. Some ports (e.g., Greek isles) are likely to be warmer and there's a good chance you can wear shorts. I wouldn't think you'd want to wear shorts in Rome or Venice in November, it can be pretty chilly. In Rome last November I wore a shirt and sweater and was fine during the day.
