There are eight airports that have pre-clearance for US bound flights: Vancouver Calgary Edmonton Winnipeg Toronto Ottawa Montreal Halifax Flights from any other Canadian city are handled as standard foreign arrivals, with C&I at the US port of entry. Flyertalker, as usual you are correct. When I responded and used the word all I was thinking of the large Canadian airports rather than each any every airport in Canada. Thanks for clarifying.
