In our experiences; the answer is yes.

HAL almost always includes baggage tags with the cruise documents. However, I have read of differences in the inclusions in the packet due to differences in travel agents. Some report no blue faux leather envelope and some, due to late bookings, do not receive luggage tags. Folks who have guarantees may not have cabin numbers or confirmed dining. There are luggage tags available at the pier, but please don't worry, unless you booked very late, you'll get them.

Yep, you should get at least 2 per person. Sometimes we have received 3 per person.

If you don't receive any/enough, contact your travel agent (or HAL directly if you booked directly through HAL). Even if that doesn't work, don't worry, as you will be able to get them from a porter at the pier.

Yes, you do get your luggage tags when you receive your travel docs.

If you do not have enough -- have your TA contact HAL

 

WE did not get enough tags for one of our cruises and our TA had HAL send us more.
