We used Europcar which is affiliated with National. http://www.europcar.com Their office was about a 10 minute walk from the pier. Also try www.arguscarhire.com that is an Irish company that rents throughout Europe. I have good luck with them elsewhere in Europe. N.b. It's too bad the car rental companies seem to be closed on Sundays in Le Havre - because we have the most port time there. *Europcar had no automatics at the Railway Station location, and I'd rather not go out to the airport.
