Sorry but when you use an agent they are responsible for taking care of you. It may be the passengers responsibility to get the docs, but it is the agents duty if they don't tell you what to get. No cruise line would have any fault here unless they specifically told you that you did not need a particular document. Carnival is not in a service industry. They are a travel company. Once upon a time people took responsibility for their own actions, wouldn't that be a pleasant treat today! Personal Vacation Planner certainly does imply service.
