They may be assigned to other areas than staterooms, but the staff is there

Insurance would never invoice the offending party. They would expect that one pays to have their luggage returned, then the policy holder submit receipts for possible reimbursement

For $30 online you can get a slipcover for your bag made with a giant headshot. I’ve not done it, but my SIL has. Pretty funny, and no way anytime would mistake his bag!
