I would blame that on an IT error that omitted a line in the cancellation schedule. refer to the cancellation schedule in the cruise ticket contract.

Resident rates are not automatic. They are used by the cruise line to discount fares for a select group of people without having to worry that the entire country will be calling in to reprice their bookings because of a price drop. You add your state of residency during the booking process. There is not a link showing every cruise that had a resident rate attached to it. Royal changed that years ago with one of their "enhancements for your convenience"
