Absolutely call. If they give you a price for an upgrade that you like book it right then and there. Do not hang up to think about it and call back as you will likely be given a different price.
LOL, I have found just the opposite, I've lost track of how many times they have not charged me for my drinks on the island. Sometimes those written slips of paper get lost.

"Worth it" is entirely subjective. Do you dine at restaurants on land that are $200pp, if yes then nit may be worth it, if you avoid restaurants that have that price point on land then I would say just because it is at Sea it would not be worth it.

There is a huge difference between the 2 packages. The specialty restaurants have a finite amount of seating, you can't just keep selling packages as eventually run out of space to accommodate everyone. You do not have that issue with the drink package.
It was a one off event due to a highly unusual situation. Not one of the hundreds of clients that I had affected by this questioned it as much as you are.
I had one on Icon and enjoyed the extra space in the stateroom. We don't "sit out" on the balcony much but enjoy the extra light, view and the ability to get fresh air that a balcony provides and this did all of these. For me the extra space was a perfect spot to be able to set up my "office".
I definitely can see why some do not like it but for us it definitely works.
Look on the app for a sailing on the same ship and exact same itinerary that is sailng and if the ship is changing time it will list it in the app. You will need to look at every days daily planner and it usually lists it late in the evening.

They actually give the list of all the entertainers before you sail so they should not have a problem giving them out after.
