You may hear noise when the parades are going on...but it will be muted, and it's not during "sleeping" hours. The windows are double-paned and don't open. We thought that as all the inside rooms are small (160'), at least we'll have a window, even if it's right across from a lot of other windows. The music from the pub drives right though the floor if you are directly above. Other than that we liked being on the Promenade.
