I've never ended a cruise with any money left as credit but I've also never had as much credit as this time either. When they first started to differ between refundable and non-refundable OBC I wrote corporate to ask exactly this question. The answer from the CEO´s office was that non-refundable OBC would be used first. However since then many many reports here on CC indicate that this policy never went into effect and the non-refundable is used first and all left over refundable OBC is refunded at the end of the cruise. If you have and are going to use an RCI Visa card when you check in at the pier, remember than any amount of credit from RCI that appears on your statement will result in the loss of "double" points. The refundable portion is used first, if you have 2 kinds! Best to spend it all! I bought my wife a new Canon camera in onboard shops and we took some gambling cash from the casino, with the 3% charge. Worked out well for us. One of these cruises was on Freedom in January. We had an on-board booking OBC of $100, a stockholder OBC of $100, a OBC from our TA of $100, and an after Final Payment price reduction OBC of $100 [in addition we used a C&A Coupon, but that was used as a price reduction up front]. Guest Relations very explicited said that the two RCI OBC [for on-board-booking and for shareholder] were NOT refundable. Since some of our $400 in OBCs was not spent I cashed it out from Guest Relations on the last full day - I think it would have been credited back to my credit card, but I figured that if I got the cash in hand there would be no wondering and no worrying. Went to GR and withdrew it against my SeaPass with no problem.
