I know that they designate one side of the ship for the smoking areas (or usually they do), but do they also designate rooms on a certain side for smokers? I know there is no smoking in the rooms, but smoking is allowed on the balconies.

No just the outside areas, one side is smoking.

At this time, any balcony may be "smoked" on...either side. It's only the PUBLIC areas that have a smoking/non-smoking side of ship.
