I cannot figure out how to get the Elliot Bay Camera to work.

 

Where you see "left" on the left side of the screen, click and drag into the main screen viewing area to open the camera you want. I believe left is the one that shows HAL's ships.

Himself,

Click on the heading "click to open live camera viewer".

A new page will open.

At the top left of the new page are little camera symbols.

Click on the left camera symbol and drag to the blank grey square in the centre of the page, the picture will then appear in that square.
