How does kids sail free work? Is it for all cruises?

Ok. I have 2 kids now age 13 & 15, when we sailed the Lirica, Splendida and Musica both of them were free, they both stay with us the same cabin (quad), they only paid about $40 govt fee each, no port charges.

 

Recently I called MSC to quote my Northern Europe for 2012, for a quad for 4 of us, they told me each kid pays $99 + $20 for govt fee, again no port charge for them.

 

Kids under 11 do not pay the $99 in which is free but they have to pay the govt fee at about $20 to $40, depends on where you are sailing. Kids have to stay in the same cabin with 2 paying adults in order to get this deal.
