I was at this resort on a cruise this past october.we..and passengers from other cruises..had to pay. The resort is lovely..I am sure there is a public beach somewhere you can use.

From what I remember, there was a public access walkway to the beach near the Isle Of Capri Casino, where the taxi-vans drop you off. The beach itself was free but you had to pay to use any of the facilities of the hotels there.

The public/free beach is right at the end of the row of resorts. You only have to pay for a lounger/umbrella if you want one. If you enter the beach through the resorts you may have to pay their daily rate. There is a sidewalk (with a sign) that is right along side the last resort that you follow directly to the beach. Our Lucaya is a relatively small area, so it won't be overwhelming. The taxi ride there is really cheap (I think it was $6) and they will drop you at the public beach sidewalk if you want. Taxi's were easy to find at the end of the day also.
