passport question

My daughter's 18th birthday is Feb 15. Her passport expires Feb 20. We plan to take a cruise the first week of March. Normally, I would just renew her passport a few months in advance. Since she will be a legal adult by the time we cruise, would she still be allowed to travel on a minor's passport? Should she just use her birth certificate and driver's liscence. I am a little uncomfortable with the thought of her leaving the country without a passport though.

I could not find an answer on the state dept's site, and i thought i would try here first before calling to see if anyone had experience with this situation. Thank you
