I've used Budget & Dollar picking up in Sanford.

 

Dollar had LONG slow moving lines with just 2 people working the counter. (I think they had about 10 or 12 computer terminals so I don't know if it's better at certain times or not.) It seemed to me there were a lot of European people renting there which slowed the process down a lot as they were asking for directions, asking about policies, etc, etc. The car was fine & the return experience was fine also (did a one way rental to Daytona Beach)

 

Budget also had fairly lengthy lines, but they moved quickly. Also did a one way rental with them. Everything went without a hitch.
