Royal babies/tots program on Allure?

Hi! I'm not new to cruising, but new to this site. Will be on Allure in August with a 20-month-old and haven't used this nursery program before. Read one review about a lot of crying babies... Do they separate babies from toddlers? Is staff interactive or just caretakers? Do you enroll onboard or before? Is there a fee for anytime of day you use it? My daughter is fine with happy people, but a lot of crying will make her panicky and then she won't go back I'm afraid!
