What is the best and least expensive way to get the Magen's Bay from the cruise pier?

Tell the dispatcher that you want to go to Magens and s/he will direct you to a safari going there. Easy peasy!

Grab a cab and go. Easy to do and there will be cabs waiting to take you back.
