So, access to this area is restricted and requires all cruise passengers to go through a security checkpoint. To make things go smoother make sure to have your ID and cruise card at the ready. This is the closest dock to Fort Zachary Taylor State Park. Historic Tours of America provides free transportation service to and from the cruise ship; this is the only way to get back to the Outer Mole. Shuttles run approximately every 10 minutes. We had to wait while 2-3 trolleys loaded, before an accessible one came along. I watched from our verandah and we saw only 1 or 2 special trollies for the wheelchair and scooter people. I timed how long it took for one man to wait for the special trolley just to go into town -- 45 minutes.
