Assuming from Margaritaville, you are docking downtown? As the previous poster said there are three piers which would give different options for "close to the pier".

 

Do you primarily want a restaurant, or bar? Do you require water access, or just a view of the water?

If you are downtown, head toward the ferry pier and Palmeras across the main road from the ferry. Big picture windows if you can't sit outside att he limited tables.

 

If you're at the International Pier, go a block toward downtown to El Cid-La Ceiba's Ocean front bar or their La Chopa restaurant. Or head a 1/4 mile south to Puerta Maya and try the outlet of Pancho's Back Yard with a nice covered patio overlooking the pier and sand beach there. Likewise for docking at Puerta Maya. There's also 3 Amigos at PM that has outside seating south of the pier. But the food is mediocre run of the mill stuff you can buy in your local freezer case.
