If I have a booking made with the cruise line.

Can I then transfer the booking to a discount travel agent for a discount ?

How exactly do you do that ?

What is the process ?

It would help to know which cruiseline ?....RCI has a 60 day time limit to transfer a booking made directly with them to a TA. There is a form (available online) you must fill out with RCI to make the transfer if you're within the 60 day time limit.

Princess allows a transfer to a TA as long as final payment has NOT been made. Contact the TA you want to transfer to and they will take you thru the process.

Note: Princess allows a TA to discount the fare. Most other lines do not.

My experience with Princess was that if a payment has been made, then the transfer request needs to be in writing, mailed in or faxed. If no payment has been made then the transfer can be made with just a phone call.
