Is seven mile beach free?

Royal Palms isn't a hotel, it's a restaurant/beach bar that charges a $2 pp entry fee for use of their facilities. (It's not a charge for beach access, it's to use the restrooms, pool and showers.)

There are lots of other access points to Seven Mile Beach, such as Public Beach, Tiki Beach, Cemetery Beach, etc. with various levels of facilities, and most do not charge a fee.

I've read that the royal palm hotel charges you to enter the beach. I thought that it was free you you? Please explain!

If you do not want to spend any money you can walk 1.5 miles to the 1st Public Beach access point. For me the 2.00 entrance fee to RP is money well spent for use of their facilities.:)

Yes...the BEACHES are free. Even in front of a hotel! If you wish to use the hotel's facilities, then you will pay. You will pay for loungers on any beach, but if you want to just use a towel, that's fine. There is no "admission charge" to any beach.

There are restrooms, restaurants, and chair/umbrella rentals all up and down the beach. You don't have to pay a hotel to have a great beach day.
