Excuse my ignorance, but why would they do a pilot transfer?

 

Harbor pilots (experienced sea captains themselves) are mandatory to take large ships in and out of many, though not all, ports. Upon arrival, and upon departure, they transfer from their pilot boat and board the large ship via 'pilot ladder'. After arriving in port (and again prior to departure) they board the big ship via the gangway (usually, but not always ;)) and are escorted from/to the bridge where they meet the captain
