There can be LONG lines, I was in line over an hour one trip. You can cross the street and try and hail a cab, but you have to one up on the rest of people doing the same. :) :) I just keep walking further down, getting ahead of them. :)

The other option of course would be to call an Uber (or Lyft), who should be there within a few minutes with no waiting in line. Ubers in NYC are regulated by the Taxi and Limousine Commission, so you shouldn't get any fly-by-night operators. (Honestly my experiences of Uber in NYC are way better than my experiences of cabs.)

Uber the price fluctuates with demand. You can also call a car service. Dial7 or Carmel are the ones most mentioned on this board. They offer coupons on their websites

If you are coming ashore on a weekday morning, the cabs are few and far between.

Weekend it is better but again a lot of factors on how plentiful cabs are.

Car service you make a reservation then call them when ready for pick up.

Uber use the app.

Just remember you can not use your cell phone in the Customs "Hall".
