Just a guess, but Princess might prefer to have a less hospitable balconies so the passengers spend more time in the revenue producing areas of the ship. Same goes for no OV cabins. They can charge more for the balcony cabins. We loved our Ultimate Balcony Dining experience on Princess in the past. It sounds like that only possible in a small minority of cabins on the R & R.
