I don't think I would report someone smoking on their balcony if it was just one quick cigarette while I was out on my balcony. But I do think I would if it was a chain smoker. The chain smoking bothers me much more than someone just smoking one cigarette. I can deal with the wafting smoke coming my way for a short time, but if someone is out there for hours at a time lighting up one right after the other then yes I would probably report them as I do enjoy reading for a couple of hours most afternoons on my balcony and don't care to be smelling a neighbor's smoke the entire time. Before the smoking ban took effect there was nothing a non-smoker could do about a smoker chain smoking on their balcony, but now that there is a ban we can report them and hopefully something would be done about it. They definately seem to be moving in that direction though. I like the "interior spaces" rule. It makes a lot of sense. It would certainly mean the casino would be a lot nicer to walk through and I might even stay awhile if it was smoke-free. Well, sorta. Carnival Paradise attempted this at a time when 23% of Americans smoked. The idea was scrapped in 2003 when, according to press releases from Carnival, the ship wasn't profitable. But there was larger issue about that experiment you'll probably never read in the articles from back then. Profits weren't the main problem. Carnival's biggest problem was, they couldn't maintain a crew of just under 1000 that didn't smoke. I was right there in the room when I heard a Carnival Corp exec say it. I used to smoke- luckily it was when you could still smoke on your balcony- but I generally would not smoke if I knew somebody on the balconies next to ours was outside. You don't have the "right" to smoke, you have the availability/opportunity to smoke in a designated area if you chose to do so. That opportunity is "permitted" by the cruise line, not endowed by your creator. I'm not saying "Don't Smoke", that's your choice. In fact, I'm glad to see some ships are putting out seating, umbrellas, tables and ash receptacles for smokers. No need to herd them into a small stand up space. Re: E cigarettes. At least they don't have the smell of regular cigarettes, so on a balcony, one could probably get away with vaping an e-cig, especially if the ship is moving, the vape disappears very quickly. Your neighbor already knows that there's a no smoking policy on balconies and only in designated areas. If the smoke is coming into my space then I will turn them in and save myself the confrontation. I can't afford to be knocked in the head. I do have a tendency to drop a few "F" bombs and it's not good for my blood pressure either. I was on my balcony, in port, leaning on the railing and my neighbor came out. Cig in hand and looks at me...."you mind?"....I told him I didn't, it doesn't bother me. I asked him to do me a favor, if he sees my wife out here, she hates it, so get rid of it....you do that and be considerate to my wife, I wont say a word....there were a few times the neighbor and his wife were on balcony smoking, my wife went out on our balcony, they literally put it out right away with apologies....we got along great with them for a week. Even hung out with them a few nights for cocktails....are some people confrontational idiots, sure. I made a recommendation, not a decree. As an adult, I like to own what I do, not act like a school age tattletale and hide anonymously behind security.
