Weather probably plays a part: if there were a number of Caribbean hurricanes in August and September, you would probably find a lot of October bargains. If price is primary concern, you should simply shop around until you find something that looks good - and consider yourself fortunate if you bought it before last minute price hikes --- or just grin and bear it if price drops immediately after you booked.
