Methinks the OP is not familiar with steak temperatures and the serving of raw meat in restaurants. Many fine restaurants serve Carpaccio. There are no govt regulations prohibiting it. Further, a properly cooked rare steak has a cool center - see the graphic below.

 

I suspect OP ordered a medium steak and was not aware it would have a red center. The fact that this occurred so long ago and OP still can't seem to let it go may indicate that there are other factors at play here.

I confirm there was a death on that cruise. All the rest of the story reads like science fiction.

Can't find any death through a Google search but thank you for confirming that there was.
