i've seen a casino host give them out as incentives to buy lotto tickets. shirley sold me $400 worth of lotto tickets that way last year. a $20 match play and three of those gold coins that you can use on that one slot machine for each $20 ticket purchased.

Best answer is to ask your casino host once on the ship, some ships do have coupons to entice certain bets or games.

I haven't seen any coupons since the coupons went electronic. Magically, the match play casino coupons disappeared when the paper booklets went away.

They're no longer given to everyone but are handed out occasionally to table players.
