Not a big change. unfortunately this is becoming true on some Royal Caribbean ships. RC has started to announce this on their own website. https://www.royalcaribbean.com/cruise-activities/solarium Hopefully they will change their mind. On the Australian site, only Quantum has restricted access https://www.royalcaribbean.com.au/cruise-activities/solarium On the international site, Quantum and Ovation are both restricted https://www.royalcaribbean.com/cruise-activities/solarium So, I guess it depends on where your cruise is considered to be operating.
