While I don't know, my first thought was "because she is special". Actually, they couldn't really do it on the Navigator because of the tight quarters that Prime 7 and La Veranda/Sette Mari share. On Mariner, I suspect that Prime 7 and soon to be Chartreuse is smaller than Explorer. In order to close Compass Rose, the other dining venues need to be large enough to accommodate all the guests.
