I read that sometimes one or more of the port stops is cancelled due to weather, etc. Are refunds given for shore excursions for this port booked through the cruise line? Independent tour operators have different rules for refunds - check with your independent tour operator as most offer some or full compensation. I always check refund policies before booking with an independent operator. Worst case scenario, assuming no refund is allowed through a private operator, you can make a claim to your trip insurance.
