Last cruise it said on the boarding pass 1 p.m. We arrived at about 11am and were on board, dropped luggage in room and eating lunch by 12. The later you arrive the better chance you have of not needing to wait to board. Check in walk on. The earlier one arrives the longer the wait. OP: sometimes there will be a notification to NOT show up at the port before a certain time...this is done for deep cleaning, inspections, etc. They do adhere to that arrival time, but the "suggestion" by decks is just that...a suggestion.
