Portion of port charges refunded

I was just wondering why that happens. On the Thanksgiving cruise on Indy, I checked on our balance and guest services said we had a negative balance due to some of the port charges being refunded.  I asked why and she said we were just overcharged. Why does that occur? Do port charges fluctuate? We went on to spend it so they got it back anyway! (And it was just to Cozumel so we didn't miss a port) Thanks for any info.

Many times the port fees are a fixed rate.  They estimate the amount based on the average number of guests on board.  If the ship sails at max capacity (as opposed to double) there can be an excess of funds leading to a refund.
