Yes, but on some ships you must purchase food to get a "free" shake.

Well, since both times we got the shakes on our drink packages, we were eating there, so for us, a non-issue.

I ate there once. It was very forgettable.

Good Question about "upcharge".  I am not sure (Adventure of the Seas in May) except that we paid $29.95 for the 2 of us - (2 burgers; 2 cokes; 1 fries; 1 onion ring; and added 1 shake).  That would have included the 18% tip.  Food was poor - not worth it!

We had the RR package on our Liberty of the Seas cruise (June 9-16, 2019) and in order to get the milkshakes free with our package you had to purchase food. There was an $11.95 charge per person for food.
