HAL could call it a peacock but it doesn’t change the meaning. A smaller group who only has a meeting room reserved can have little to no impact. However, a larger group that has lounges, dining rooms, etc, reserved, have parties thrown for them, and who had to book through their group sponsor (in other words a partial charter as mentioned earlier) can be very impactful to the non-group participants. I've read horror stories of groups like the Bears who partially chartered a ship and the other guests had no idea what they were going in to.
