What's your favorite tool for tracking cruise prices?

I wouldn't place too much emphasis on "when to pounce and purchase". 

There is no sure fire way to identify the lowest/best possible price. Prices can also move up.

I use the 'ratchet' method.  It's like a ratchet wrench that can only be turned one way.

 

Find and book cruise with a price you can afford.  

Check prices at least weekly.

Contact the cruise line or your travel agent when you see a price drop and "ratchet" your price down.

Repeat as necessary.

 

BTW, if the price doesn't drop to a level you're comfortable with, then cancel the cruise and book another.
