It hasn't stopped HI from changing their minds before, but this is the first 15 day extension, not 30. Only Oahu has an issue and the mayors of the other islands and the tourist industry are putting big heat on the Gov.

 

As to the CDC approving any cruises in 2020, there is currently a task force looking at this.

 

3 - 5 day cruises out of FL hitting only U.S. ports would be possible.

Which I don't doubt, but its the same issue they are having with cities that are now opening up for indoor dining-- far fewer paying customers actually want to go eat inside than they had thought. Even if they approve it tomorrow, it will still take at least a month to ramp up operations on a handful of ships and then you actually have to sell a 3-5 day cruise to a public wary of travel which takes a few months to reach a passenger load that makes it financially viable to undertake the sailing.

 

Thats what Disney's CFO put out in their latest brief-- they saw their cruising division as the last time come back because the cruise sales cycle was dramatically longer than those for a similarly priced theme park vacation.

Cruises out of Florida hitting only US ports are not possible because they are not legal under the Passenger Vessel Services Act. The Pride of America can legally do its Hawaii-only cruises because it's the only US-flagged ocean-going cruise ship. All the other ocean-going cruise ships operating in the US are foreign flagged and must make a call at a foreign port.

There is pent up demand for cruising. A Dec 1 operating date would be possible if the CLs got approval in Oct to start up.

 

I don't think it likely, just possible.

Yes, there are PVSA exceptions for those islands, but such cruises have never been popular and the only time they're offered now is as a repositioning cruise when ships are beginning their Puerto Rico home port seasons. Both places have COVID-19 travel restrictions that require negative pre-travel COVID-19 tests to enter the islands, which make them even  less attractive.
