One would suspect the folks not providing ID are not exactly the folks clamoring to get on a cruise ship.

Those flying in from foreign countries probably do provide ID, just not required to prove residency apparently.

^^This. The large majority of folks who may not have ID are probably illegals (they represent a large portion of agricultural workers who feed America), folks out of prison, homeless, long term unemployed etc. Basically high risk populations. Makes sense in the grand scheme of things since these populations tend to be hit hard by covid due to lack of living/working options. CA is trying target specific groups more aggressively because they have high infections and/or live in areas that are still in the purple tier and not progressing.

What form of acceptable ID is free?

A pandemic is everyone's problem. If someone wants the vaccine, give it to them, no questions. We aren't safe until everyone is safe. If some tin foil hat doesn't want the vaccine, move on and give it to someone who does. The faster the virus can be knocked down the sooner it can be knocked out.

And they are likely to spread the virus. It is best to get everyone vaccinated.
