Does anyone know if there is a cigar room on the ship?

No cigar room. 
Liberty is the only Royal ship I know of that still has one.

N cigar lounge, but a couple of places where you can light up. I don't remember where exactly, but I smoke cigars and had no problem finding a comfortable place.

On the main page for RCI threads, there's a drop menu at the top with a list of ships - choose  Symphony and it will give you lots of threads with info about the ship - some useful, others not so much.

Cigars are deck 15 Portside.  No indoor cigar smoking.

The cigar lounges are basically gone.  Too bad, I really enjoyed meeting people there.  Smoking on the deck is allowed, but, is really not ideal.  The movement of the ship can make the cigar burn hot.  Suggest you may want to consider locations ashore that you can smoke in.
