If you are in one of the upper level suites (Royal Suite & above) a Concierge  or ally will contact you by phone or email 7-10 days before your cruise.

Those in Sky Suites and Celebrity suites have been getting a form email from the Concierge.  Check your spam folder it maybe there.

Are you in a Concierge Class room, or a suite?

The concierge classrooms are misnamed, more or less, in that there is not a specific concierge you can contact ahead of time. Once you’re on the ship, there is a staff member who can help you if that is the type room that you have.  But he or she is shared with the other passengers.

if you are in a suite, you should expect to be contacted by a shoreside concierge, either by phone or email.  Once on the ship, personnel in the Retreat will be there for your needs.

Celebrity has a MoveUp program to allow bidding for paid upgrades.  You will usually get an email within about 30 days of the sailing with a list of upgrade possibilities with minimum bid amounts.

You will normally be informed if your bid was successful up to a couple of days before the sailing.  If you win the bid your credit card is charged immediately and there are no changes or ability to deny the upgrade.

There are also a couple of caveats like you will be awarded Captains Club points for the original room type, not the upgraded room.   Also you retain any perks you had originally, not any current booking perks for the upgraded room.   You do get any amenities which are published in the stateroom description online.

If you are in a suite and want to make an appointment or ask a question (or need some other assistance), you always can call 1-877-RETREAT and speak to a concierge.
