We plan to go a few days early stay in Montreal, then take train to Quebec to board ship. Will we need a Covid test to board in Quebec? Same for travel to anywhere else in the world right now. You would be better off waiting until next spring to see what of the winter requirements have been extended vs removed. Also, cruises from Canada are currently banned, so there are no requirements in existence as there are no cruises. Again, wait until next spring to see what is required. CURRENTLY, you would need a PCR test taken within 3 days of your entry into Canada, and have proof of being fully vaccinated. CURRENTLY you need a COVID test taken within 2 days to board a cruise ship, so you would need to get one in QC or Montreal. You can look online to find a testing center and book an appointment. I wouldn't count on a testing facility at the port. If only an antigen test is required (since your cruise will end in the US), then you could bring a proctored home test kit (like the Binax Now) with you. Have no idea what the rules will be then and may be totally different come August. It should have been announced coincident with the border open date of Nov 8 (for land crossings). It say much when finally the medical experts and MSM are calling for it to be scrapped (along with many local politicians in border areas).
