The PVSA issue has nothing to do with the passengers embarking in LA or the ship being able to dock there and have passengers embark, so the number of passengers embarking there and the revenue to the cruise line from them are totally irrelevant. The problem is with the passengers who embarked in Fort Lauderdale and are disembarking in LA who now will be in violation of the PVSA. The 17/18 WC was a violation of the US PVSA, as it didn't visit a "Distant Foreign Port" and transported some pax from Miami to San Pedro. All ports visited were in Central America or Caribbean. I can't say what happened, but it's not inconceivable that the lack of a distant foreign port was an error on Viking's part. I don't think they had very much US cruising experience at that point in their history and perhaps they were unaware that the itinerary was in violation of the PVSA and they had no choice but to pay the resulting fine. I've seen cruise lines that do the majority of their cruising from the US and should know better make those mistakes, particularly on some B2B itineraries involving Alaska. They generally realize their error prior to embarkation for the first segment, resulting in some passengers being required to cancel all or part of their cruise. There's a reason that Viking now includes Cartagena on its itinerary, and as someone who has been to Cartagena numerous times as part of Panama Canal itineraries IMO the port was included on those itineraries not so much because it's a "wow can't miss" stop as it was for the purposes of satisfying the PVSA, refueling and provisioning. You might want to rethink what you just said. In any event even if the itinerary I saw was incorrect and the cruise visited Jamaica that is irrelevant to the issue of whether it called on a distant foreign port because Jamaica doesn't qualify as a distant foreign port and neither does Cuba.
