With ship tours and private tour operators you don´t need a visa for St. Petersburg. You´re under a group visa. For private tour operators you have to provide your passport data.

 

Since a couple of years you can apply for a free online visa only for St. Petersburg if you want to go out on your own. It´s not a full visa for Russia but just for the shore stop in St. Petersburg.

U.S. citizens are not eligible for the online visa.

I just checked... Sorry, I´m German and didn´t think it´s not available for US. BTW, UK is also not on the list but all EU countries (not that I checked each - plus Switzerland, Norway...), Arabian countries, Japan, China and North Korea!

 

Anyway it´s currently suspended.
