Here is a  pictorial tutorial from the University of Colorado showing how to clear the cache on Safari

One thing you might try before doing all of this is simply shutting off your computer and rebooting it.  Many people never shut down their devices.  The rebooting process clears up a lot of issues

A huge part of the problem is that the HAL site uses pop-up windows to navigate, and most browsers have pop-ups blocked by default. First step to alleviating the problem is to make sure you allow pop-ups for that site. 

 

After that, you run into general problems that the site doesn't like Safari at all. It loads super slowly (if at all). I've had better luck with Chrome on my Mac. Some days, I just can't get into my account/upcoming cruise at all -no matter the browser or settings. Really poor coding on HAL's part.
