Can you cruise with just a birth certificate?

If you are under 16 you can cruise on a closed loop cruise (departing from/returning to the same US port) with just the birth certificate. 16 and older need a government issued photo ID to go with it. US citizens born outside of the US may use a Consular Report of Birth Abroad or Naturalization Certificate, again with a government issued photo ID if over 16.

I haven't researched that question because it doesn't pertain to me and I know that I would need a passport if I were to sail from "their shores". I have researched the question extensively for US citizens on closed loop cruises because that does pertain to me.🙂

The ability to cruise with a DL/BC is allowed by the WHTI (Western Hemisphere Travel Initiative), which applies only to US, Canadian, and Bermudan citizens.  However, the DL/BC documentation rule only applies to US citizens on closed loop cruises from the US, and really mainly applies to re-entering the US, as some countries in the Western Hemisphere require a passport for cruise ship entry.
